Applications will only be reviewed if they meet the following qualifications:
- Application is complete
- Applicant meets one of the following criteria:

- Employed in a US public library that is located in a rural area OR serves a population of less than 25,000. These criteria are determined based on data from the Institute of Museum and Library Services Public Libraries Survey. To determine whether your library meets these criteria, please click here.
OR

- Employed in a US public library OR is an LIS student in a US program who identifies as American Indian or Alaska Native, Asian, Black or African American, Hispanic or Latino, Middle Eastern or North African, and/or Native Hawaiian or Other Pacific Islander
Multiple reviewers will review each qualified application and assign points for the following essay question components:
- Clearly describes a public-facing public library program or service (maximum of 5 points)
- Presents a strong rationale as to why it is important to assess it (maximum of 10 points)
- Identifies specific skills or knowledge the applicant hopes to learn at RIPL to help them evaluate it (maximum of 10 points)
